How to shred an RFP without missing a shall-statement

"Shredding" an RFP means tearing the solicitation into discrete, citable obligations before anyone writes prose. Done well, it is boring. Done poorly, it is how compliant teams lose on a page-limit technicality.

1. Inventory the package

Pull every file that can change compliance:

• Base solicitation (often Sections B–M)
• Amendments and Q&A
• Attachments that carry instructions (PWS/SOW, evaluation criteria, submission templates)
• Pricing attachments (track separately; v1 matrices usually focus on narrative/compliance)

Name the source document on every row. When Amendment 0002 changes a shall, your matrix must show which file you cited.

2. Run a shall/must/will sweep

Search is not enough — you need sentence-level recall. We treat a deterministic shall-sweep as the recall baseline: every obligation sentence the sweep finds should be covered by a validated matrix row.

If a compliance-fatal swept sentence has no row, that is a ship blocker.

3. Cite or drop

For each candidate requirement:

• Keep the exact quote
• Keep the section ref (and page when the document prints one)
• Classify obligation strength and whether it is compliance-fatal
• Map a suggested proposal volume

If you cannot point to the quote in the source text, drop the row. Invented citations are worse than omissions because they create false confidence.

4. Re-shred after amendments

Amendments are where quiet deaths happen — page limits move, due dates move, evaluation factors get restated. Re-run the matrix (or an amendment diff) before you freeze the outline.

5. Freeze, then write

Only after the matrix is stable should volume outlines lock. Writing first and "matrixing later" is how teams discover a missing shall the night before submission.
