What is a compliance matrix?

A compliance matrix is the proposal team's control sheet for a federal solicitation. Each row is one obligation from the RFP/RFQ — usually a shall, must, or will statement — mapped to where you will answer it in the proposal volumes.

If a reviewer cannot find the response to a Section L instruction or a Section C performance requirement, you risk a technical rejection. The matrix exists so that does not happen by accident.

What belongs in each row

A usable matrix is not a paraphrase dump. For every row you should be able to answer:

• What must the offeror do? (one-sentence restatement)
• Where does the solicitation say so? (section ref + page when stated)
• Exact quote — verbatim from the source package
• Type — submission, instruction, evaluation, or performance
• Fatal? — would missing this get the proposal thrown out on a technicality?
• Volume — which proposal book owns the response
